The rigger does not roll, the sensors do. OTOH the rigger could
equip his vehicle with ECM, that would allow him to roll something :)
No seriously in that case the rigger gets to roll his ECM dice in
order to raise his signature and block the sensors.

The TN is always the signature of the target vehicle when using
sensors (optical targeting is different). The rigger gets to
add the vehicle's sensoers rating to his gunnery roll and
cotrol pool dice (not 100% sure about that).

Yes when sesor targeting you always use the short range TN.
Anyway if both of you move at 100 Kph then you get no modifiers,
you know relative speed and all that.
