The way I see Resources isn't just =Y=, but favors you're getting
for equipment. Like, you didn't tell Fuchi about how their suit talked
to you about a new program, he thanked you a while back, and said if you
needed something, he owes you one. So, you get that nice Fuchi Cyber-7.
Etc. So, what I did, is limit Cybertech to people with Resources A.
If their MAJOR thing is toys, I let 'em use Cybertech, otherwise, they
get what they can... After all, with Resources A, someone high up might
owe you something...;)
