No the numbers are not fictional, they used the statistics published by
FASA. Stuff like 1% of the population is magicaly active and 1% of that
are full mages etc. I think it makes great sence and it sure help you
understand how the shadow community really works.
I figure that if Seattle has only about 60 full blown runner mages there
is a good chance that they know each other and/or that a fixer knows then
personally. This answers the question "why does a fixer trust you if
he doesnt know you?" fixers do know you most of the time they even know you
good.
