Yeah thats the key, plus mods. Sensor targeting is subject to many
mods, many of them are in your favour. If I am not mistaken
unobstructed line of sight is -4 ! or something, so that TN can
get pretty silly when shooting people.

You are right about the supra-thyroid people. As for smartlinked
weapons, there is no rule stating that, but I figure that you dont
get the -2 modifier because you simply dont have the gun in your hand
(so that it can interface with the cyberware).
