Resources doesn't simply represent you having such and such amount of
nuyen to spend (unlike **&*, as I found out yesterday), it represents the
equipment you have accumulated over time.

I wouldn't do this. If you insist on such a measure, it would be better to
assess each item individually; for instance, if I were to play in your
campaign and I'd take Resources at C, you wouldn't allow me to buy a
retinal clock? IMHO, it's much better to say "Move By Wire is A, Wired
Refs is B" to indicate which Resource priority you need to buy that stuff.
Not that I would introduce such a system... as far as I'm concerned, you
can buy anything you want during character generation, just don't expect
to get away with everything...
