In my experience, miniatures are only functional as tactical aid to combat.
My gaming group have about 15 SR miniatures covering a wide variety of
race/profession crosses. Weapons/looks/clothes doesn't matter, they were
bought and painted long time ago to suit a longdead character.
The primary deal is that the PC's can identify somewhat with a miniature.

To display a (usually close) tactical combat situation, we utilise a
chessboard (.5m*.5m), and all the chessmarkers (?) we can find.
Distances on the board is default 3.3 meters (old AD&D habit) pr. square.

When a combat situation arrives, the miniatures and known opponents are
added to the chessboard, with additions of pencils, misc and misc to
display various other features. Usually not much needed because the players
have fine feeling for the environment.

Tactical considerations:
1. Distances.
2. Positions of friends&foes with regard to attack/rescue/flight.
3. Visual orientation of the combatants, how their field of vision is
compared to everyone elses. This have primary function in determing how
rear attacks and/or surprises influences the game.
4. And whatever becomes vital when the players are trying get out alive
and thus become very creative :-)

To keep track of health/ammo_status/etc. I draft on paper the approx
positions of the players (initials) and the opponents (whatever).
This usually takes about 30 secs for 15 opponents+the PC's.

Thats it.
I'd never be able to run battle scenes with more than 3 combatants
without it. But that might just indicate the status of my intelligence :-(
