That makes sense assuming you mean by 'cybered individual' things
like cyber arms, wired reflexes etc.
Data jacks are very common in corporates, and faily common amonst
chip addicts and the like [you need one to really 'appreciate' BTL's]
and cyber eyes are so cheap that gangers and corp guard are likely to
have them at a lot more than 1%. Same goes for smartgun links and
boosted 1, though this is all 'small time' stuff.

VCR's are required to make you a rigger so the level one could be
quite common amongst corporate chaufers and lonestar, though not at
the beat level [chech lonestar for some reasonbable accuratcy on
that, i cannot remember off hand]
