My guess is that they're the books by Flying Buffalo, running from I to
VI. Going by FB's catalog, I contains "25 detailed businesses, many
colorful NPC's, and over 70 supplemental adventures for city-based
scenarios." It seems to be a product that's not aimed at any specific RPG,
but it does seem to be mainly a fantasy-game product.

It also seems to have been around since 1983.
