SRII p.190 "Attribute ratings cannot normally exceed the character's racil
maximum. However if the gamemaster agrees, ... (you) can raise the attribute
above the racial maximum ... should ... discourage players from raising ...
beyond 1.5 X racial maximum."

Seems kinda silly to me. If you could exceed racial max. then it isn't a
racial max. Guess it's just another house rule.
