Sure he could build 'a gun' given the skills, workshop and lots of
time but it is highly unlikely to be as good or reliable as standard.
This is another point where guns are very different to spells and
proframmes, there is manufacturing involved and that really makes
things harder to DIY as good as the lucky professionals with the
fancy kit even if you have the right skills.
