If the target is a nobody, or relatively unimportant, I let the player
make the shot. I just require that they aim for one action before making
the shot (they still get the +4 modifier, which can go down if they aim
for a longer period of time). Aiming while in direct combat is difficult
at best, as a target won't stay still if someone is aiming a gun at them.
If the target is important ( a major corp person, the President, etc.), it
will have counter-snipers gaurding it, or magical protection, or both, or
just may never present itself to easy sniping.
