Neither have I ("water pistols and air rifles" sums up my experience with
weapons that shoot things), but I don't think it has to do with how much
you can modify the weapon. Most target rifles are highly modified, tuned,
and adjusted to suit one individual; compare two and they'll look alike,
but that's all. You even have to adjust the sights of a weapon for two
different shooters, else the aim will be off.

I don't really know. I do know that the M21 was originally made from
standard M14 rifles (not M1A, M14) that proved accurate during factory
tests. Then the M14 was phased out of U.S. service, and made for the
civilian market as the M1A. I believe there's varying grades of accuracy
available in the civilian weapons as well, though.
