Sure you are right. But on the other hand it should/could be possible
to drug your mage, err, magician. If some "independent" medical
research team states that the used drug is neither a health hazard
nor addictive. Well, not above an acceptable level (although I suppose
noone asks the magicians if its acceptable :-)
Drugs are used in clinics for mental ill, as "treatment", and I'd
guess they are used in high-security tracts of these clinics, too.
So there'd a solution (drug, cell under earth, with ceiling filled with
Fat Binary, errr... Bacteria), and a precedent.
