The ablity to get a direct line of sight should have no effect on the
performance of a weapon, only on the manner it is used [or misused :)]. I have
heard one defence for reducing the performance of weapons, that was from the
designer of the first edition Twlight 2000. He stated that he had halved the
accuracy and lethality to make the game playable, his opinion was that a game
with real data would be too lethal to be fun. [First indication of a sniper is a
dead PC does not make for an enjoyable game...unless you like generating
characters :)]. He may have had a point, but it was still frustrating to have
NPC survive a head shot from an M-21.
