There is some stuff in Lone star on dealing with magical prisoners.
As someone commented part of the origonal Harlequin has another and
the magemask is out of NAGRL.

This is standard at least for arrest. I think that you can keep
magicians in these all the time as well, or certainly in some
jurestictions.

latter is not neccesarily to important in SR.

You could probably get away with a max of the straight jacket.

Drugs that prevent concentration are permissable i think but anything
that does harm that would continue after release is cruel and unusual
punishment, no go (assuming the laws matter)

Not a big problem for a quick scan per prisoner, and if you've an
arrested mage on your hands he probably cause a code 99 magical
callout or isn't planning to use magic to get away (as he/she would
have already most likely)

Lay a lawn over the cells is the best solution, or cover the pision
in ivy. Doors can be done a number of ways.

hate to tell you but is you gat assensed while using it all that mass
of 'spell defence' might arouse suspicions.
