Well, we have always played that movement begins on the declared combat
turn..other actions like fireing weapons usually occur at before
movement..But can occur during movement with the appropriate
modifiers and a held action..Movement concludes with the next combat
turn..This takes into account any injuries that might occur during
movement, as well as slowing down to fire a weapon..it always worked out well
for us and seems logical as well as realistic..without having to make an
already long process even longer with cumbersome rules...
