Agreed.

Also agreed. I allow the players to decide if the will for example shoot
then move, shoot while moving, or move then shoot. Regardless the
movement penalties will affect any of their actions because movement is
outside the free/simple/complex actions of the phase, therefore
simultaneous in my opinion. If they move at all, they take the
appropriate modifier, so if they want to close for a better range, or
move to take additional cover so be it...

To a minimum of one I assume? But then you have a situation where a
light wound nearly cripples a troll or dwarf (x2-1=*1) as opposed to an
elf, ork or human (X3-1=X2) doesn't really make sense. What I've been
doing is subtracting 1/2 the total stun and pain modifiers from athe
total distance walked and the full modifers from the total distance ran
because of more wear and tear (To a minimum of one meter). For example:
an ork character with a quickness of 4 suffering from a both a moderate
stun (+2) and moderate wound (+2) would lose 2 meters of distance while
walking due to staggering and disorientation so he could cover 2 meters,
whereas running he would lose a total of four meters so he could max up
to 8 (4*3-4=8). It makes a little more sense to me this way.

Already been doing that, but again it just makes sense. ;o)
