Hmm, the reason they did it that way was to fit in with the concept of the
"Golden Hour" after an injury is delivered. In reality this works that if a
person is treated within an hour of the injury being inflicted it is generally
easier to cure him. FASA has incorporated this in two ways 1) first aid
can only be used in the first hour after the injury, 2) it is easier to heal a
person magically in the first hour using treat.

For this reason I don't think it needs to be changed as it is reflective of the
situation in reality.
