This has been explained by the fact that the mage "purchased" the mods with
essence, effectively making them part of his body.
Astral perception is more an aspect of the Will and the Brain anyway, rather
than the eyes.
Hmmm, I wonder could a blind mage still astrally perceive?

Yes. Astral perception isn't just "looking" into the astral plane.
It is a partial transference of your aura into astral space, so that
you are looking both out of your physical eyes and those of your aura.
In fact, a blind mage could wander around perceiving all the time and
be able to see just fine(probably without the +2TN as well since he
isn't really splitting his attention between the 2 views.....hmmmm,
well, I know what my next mage villain is going to be *evil GM grin*).
