Yep, cybereyes can be used -- but the guy asked about low-light _goggles_.

Astral perception is not done with your eyes. It's a sixth sense, for
which you don't need any of your normal sensory organs -- you can be
totally blind and use astral perception; look at one of the Yakuza in
Elven Fire for a good example.
