Because SRII doesn't refer to books you don't really need to run the game
(unlike, say, Phoenix Command), they didn't put in any reference to
bioware.
However, there is a DLOH ruling that says you cannot combine initiative
enhancements, and that only the highest one works (unless specifically
mentioned otherwise in the rules, of course). Taking your example, the
character would get the +3D6 from the spell, and totally disregard the
+2D6 from the accelerator.
