Who are you talking about now? Aztechnology or "a twisted mage/cybernetisist"?
While Aztech might have the means to do this stunt, I do doubt an individual
would. but on we go...

But still the plan is too complicated and _way_ to expensive. If (A) just
wants revenge, why don't they just get hold of a ritual sample from the
characters? The effect gained by a good, nice lvl 8 or 10 (or higher) ritual
sending would be as good a hint what happens to criminals as anything else,
plus people wouldn't have to cut open the characters to see what happened.
Or if you insist on using the player's (err... character's) cyberware, why
don't use explosives? Or a remote off-switch?
How do you get the characters to have new 'ware installed?
If you want to be sure they are punished, use snipers. If you want to make
_C_L_E_A_R_ who geeked them, buy their favourite hanghout, wait till they move
in, up go the signs "Aztech Area - Enter on own risk", wait till they re-enter
their car and blast 'em all to void with a Aguilar-EX (RBB p.94). Still
cheaper then custum-build 'ware, get the characters have it installed in your
clinic right after they hit you, spend Karma on the 'ware and then blast it.
