Not exactly. Mages, Shaman, elemental and Spirit Adepts (the ones that get
limited spells, limited conjuring and astral projection) can go to the
metaplanes.
Conjuring adepts cannot. PhysAds cannot. PhysSorcerers cannot. Sorcery
adpets cannot. And neither can that d-priority adept from germany that
can see astral space.

Otherwise, basically. Although, a freespirit with the right power can
send a person to the metaplanes, regardless of their magical abilities
(well, prolly not a cyberzombie, but anyone else)
