I think you'd have a very hard time working out such a system, at least
if you want the existing powers to fit into it (which should fit, IMHO).
The way used by everybody, AFAIK, is to design an ability, and compare
its estimated impact on the game to the existing abilities. Then just
make a guestimate to its Magic cost. If the GM later finds it unbalancing
(or too balanced), it can/should be altered to compensate, I think.
