The latter at least is correct. Could be PAE or the astral section of
GR2

The howl would probably work becasue unlike the flame breath it has
no physical component. Considering its a power PC's cannot access its
likely to work to suit the GM. Breath weapons are a bit more like the
fire based damaging manips.
I allow the fire elemental flame power on the astral, but only
because it has a very shot range, more like part of the elemental
shooting into the target and then back rather than a projected
magical/created matter attack.
The rules get a bit vauge after the breath weapons, but than FASA
suggest the GM does as he/she likes anyway.
