He's certainly nit a bug, since KE was involved in the
extermination of the bugs in Chicago. Probably not a Horror either, since
like you said he doesn't fit.

Can't he be a "normal" guy? His involvement with EM gave him the
know how to do the Ares buyout. Must there be something "mystical" about
someone for him to accumulate power? Me, I prefer to think he really is
"just a man" who used the opportunities open to him.
