I'd only allow this if the bomb had been planted VERY recently.
Say maybe 1-3 hours ago. And even then only if the emotions were VERY strong.
(Then again being willing to bomb someone pretty much implies that doesn't it?)

I usually impose a TN# of apprx. the bomber's charisma or willpower
whichever is higher x 2 or 3, based on the fact that the mage is reading
their emotions.

I don't allow this to actually pinpoint a bomb. Only determine that someone
with hostile intent has been near the car. Then the PC has to figure out
what to do from there.

For a real treat, have one of your players sit down in the car seat and just
hear a "CLICK!"

Let them realize that the bomb is armed. It's kind of like that scene in
Lethal Weapon where Danny Glover gets blown off of the toilet!!
