A water molecule is a water molecule, I'd say. Not that I'd let characters
have allergic reactions from a single molecule, but something with a high
water content (whether there's lots of stuff dissolved in it or not) would
trigger the allergy in my game. If you're looking for pure water, about
the only place you'll find something that comes close, is in a laboratory.

Synthetic water? Or do you mean synthetic drinks? Most of them contain
water as well, if you ask me -- after all it's a very easy to come by
resource. On top of that, no water = you die.
All in all, I think it's a very silly idea, giving a character a water
allergy.
