According to combat rules, a free action can be taken during any combat
phase of a combat turn even if it's a phase you're not eligable for
other actions on. You would also have to be eligable for the free
action, since you can't take one before your first action during a
combat, unless you had a held action rolling over(pg81 SRII.) Since I
rule that dropping a spell requires a free action, I'd say you could've
done it providing you made a roll to notice the spell casting and you
had a higher reaction than the elf.
