One spirit PER DOMAIN. So summon one inside your apartment (hearth
spirit), then go out in the streets and summon another one (city spirit),
and after that switch your attention to the sky for a third (sky spirit).
All are under your control at the same time.

Watchers count against a separate limit equal to your Charisma. 8 spirits
is therefore allowed for a Charisma-4-magician.

They can on the astral plane, not on the physical one. So the only things
they cannot attack are purely physical things, such as mundanes and
non-magical objects.
