That's not quite #1, if you read carefully. An opposed test using the
other's skill level as the TN gets you into real trouble if you have a low
skill while the other's is high: Perception 2 vs. Stealth 8, for example.
Your chances go down the greater the difference between the two is, while
with a fixed TN of 4 (plus situation mods) gives both equal chances
--which is why I use that method.
