IMHO, it is neither necessary nor justified. A pool represents how you are
splitting your attention. If you are concentrating on blocking spells, you aren't
concentrating on sending them.

Conjuring, on the other hand, is an exclusive activity. You can't conjure or banish
without spending your full attention on it, so what would you split your pool
between?
