It doesn't.

In SR1, it did - it was stated in Grimoire.

Unfortunately, that concept was one of them that suffered the Quiet
Death of being left out and not being in an Errata sheet. My friend who
played the Wolf Shaman was *most* disappointed.

So now, in SRII, it doesn't. And a damn good thing too - can you see
what happens if the Wolf Shaman who's Grade 5 decides to toss a Combat
Spell? He automatically gets +7Dice to cast it.
AAaaaaaaaaaaaaaaaaaa!!!!!!!!!!!!

And game balance goes *right* out the window.
