As a matter of fact I do! All of my players wrote at least a full page
or more on history and background. Family details, why they went the way
of the shadows, etc. Then, with that in hand, I would create
personalities and names for each other's contacts to tie some of the
modules I have lying around to those contacts and histories. For
example, one of my groupmembers play a character from Scandinavia that is
ex counterintelligence on the run hiding out in Seattle. I have an
adventure involving going to Finland, so I made another character's corp
scientist contact the brother of a scientist involved in the module who
is missing from his lab in Finland. Neither of them know about each
other's past, or realize that I have a module all ready to throw at them
that will tie them together in a bizarre sort of way! :)

Its good to be the GM sometimes!!
