Possible, but not likely. If the mana level is now high enough to
support a major horror and dragons, then I'd suspect that adept
powers are within reason. Even if the powers were limited, an ED
adept can work wonders within these limits (no drain.)

I'm not saying an ED adept would be on the level of an immortal elf
or dragon, but they would operate at a level well above a PC.
