No, each Damage Level is considered a different power, not an upgrade
of the previous level.

To quote SR2, page 126:
"When using Unarmed Combat, an adept with Killing Hands may choose to
do either the normal Stun damage, or the improved Physical Damage, as
purchased."
i.e. an Adept with Killing Hands D cannot choose to withhold some
of his power and only inlict Moderate Physical damage.

Then, a few lines later it says:
"Technically, there is nothing to stop a physical adept from
acquiring more than one of the levels, say Light and Deadly."
Nowhere is improving the already purchased version of the power
mentioned.

So, as I see it, the only reason an adept would have more than one
level of the power is if they wanted some flexibility about what sort
of Physical Damage they could inflict.
Or, if they purchased a low power version of the power at character
creation and then saved up Magic Points from initiations to buy a
deadlier version of the power.
