Everybody is gonna GM differently(ie. I don'yt mean to offend) but I
have always hated threat rating, and never been lazy enough to use 'em.
I have never liked the concept that npcs are better at everything but
combat than PCs (of course he has 11 dice to summon, repair, cook,
program etc.) and never liked the theory that ganging up on someone
doesn't work against npcs (yeah the fifth guy to shoot at the pc is
going against straight body, the hundreth guy shooting at the powerful
npc is still being dodged). But I'm one of those guys who very rarely
uses the PCs couldn't do that route- If something would be impossible
for a PC its the same for a(n) NPC. (Most conspiracies are low key most
runs are just that*, I don't expect or reward stupid charity etc.)
*(I'm in a campaign running off of modules- every time we run we can
expect to set up or clusterfragged or something, when I was GMing 95%+
or runs were legit, so when you got screwed it meant something)
