That's because there are two kinds of elf in Shadowrun -- standard,
normal, everyday elves like the PCs and all other elves they'll meet in
everyday life; and the immortal variety of which many have lived since
the Fourth World. At least one previous SR line developers was very much
in favour of these last bozos, but the current one isn't so their role
has been reduced somewhat.

That's the workings of the EI (Elven Illuminati, aka IE for Immortal
Elves) again. The EI have been working from before the Awakening to create
"elven lands" in various magic-rich places around the world. They had to
use powerful magic to become immortal (some seem to have had Horror-help,
see a drawing in the ED rulebook, the ED Horrors sourcebook, and Worlds
Without End) so it would be natural for them to be looking for a way to
become powerful magicians again in the Sixth World, especially because
they have thousands of years of knowledge plus accurate predictions of
future mana levels to build on.

Of course, it's impossible to set up a country by yourself, so you need to
convince ignorant mortal elves of how they're superior to the other
metahumans, allowing you to set up your country where you have planned it
for years. The Tir Tairngire sourcebook (out of print) gives a good
example of how they appear to have done this.

Then, once you have their attention, give them something to believe in --
reasons for their superiority. Build on sentiments of "We're different
from them" like leaders have done since forever (for modern-day examples,
look at the former Yugoslavia, Israel & Palestine, Zaire& Rwanda, Northern
Ireland, or any of a number of other places) and feed them reasons for
that superiority -- ancient traditions in the case of the elves. Many of
these are based on elven traditions in Earthdawn, but only the immortals
know that.
