Is flexing your muscles a complex action? ;-).

The only situational modifiers are the bonus/penalty for having buddies in
combat. +/- 1 for each buddy, 4 max. So Mr. C has TN of 4+4=8, and
gangboys have TN 4-4=0=>2. Right? Am I missing your point?
