There are no rules for it, but you can simply say that the chance of
knockdown is based on the amount of damage that would be done after combat
pool is factored in, but without your Body dice.]

Actually, there are rules for it in BB. For normal rounds the target
number is 1/2 the power level of the attack. For melee attacks and
stun/gel; rounds, the target is the power level. The defender must roll a
number of successes based on the wound level. For a Light, you need one, 2
for Moderate, and 3 for a Serious. Deadly wounds are auto knockdowns. If
you make the threshold for the wound level, you are unphased. iuf you get
any successes, but fail to reach the threshold, you stagger a meter or two
away from your target. No successes means you fall.

These rules actually seem quite clunky, though they do give less than
deadly wounds an effect besides a higher target number, plus it gives you
the cool effect of blasting away at a nasty coming to get you, and watching
it stagger, hoping it will fall so you can escape.
