Netguns are handled in both the Street Samurai Catalog and the Corporate
Security Handbook (where FAB guns are introduced).
He/she/borg makes a Strength Resistanec Test against the net (small net,
TN: 5; large, TN: 8; small net against large target, TN: 3). The target
needs twiec the number of successes generated by the attacker to get
free. A -1 modifier to the TN applies each round (house rule: TN stays
the same, but successes are cumulative from round to round.)
The target can make a "break-free" test only once a round, and until
that person is free, no action can be taken (no sticking your hand out
and firing your pistol.) Presumably, though, mages _could_ cast, since
it requires no physical motion (and let's not go on that thread, okay?)
FAB nets act exactly the same, except (obviously) mages can't cast
through them, and suffer heinously if they're caught projecting inside
one.
