Definitely keep the more metahumans bit. If you find that humans are
non-existant in your campaign and this is a problem for you then don't let
people play metahumans. 'Course I have a tendancy to fudge the character
creation rules anyway on the theory that if the background and character
concept is good then I shouldn't have to futz around with number limitations.
