Something like that (I think). Mechwarrior uses a cumulative
system...first point is 1, second is 2, etc, so that getting a level
4 skill is 10 total points. This tends to perpetuate a lot of
low-level skills rather than a few high ones. My disagreement with
MC23 is that the Priority based system has the same problems....How
many of us end up with Sammies in our group with B6 Q6 C1? I like
the point-based system myself for the reasons people have been
saying. I disagree with MC23 about the priority system giving the
character a "focus"....I can come up with a good character concept on
my own. On the other hand, it is open to abuse....but it isn't too
hard to see when someone is abusing it....and It's nice to let people
"bend" things a bit for a good character concept.

I do it by hand all the time....call me old fashioned. (Also my
laptop is a 286)
