THis depends on WHY the players are choosing the system. Mine do it
because they often need 25 Skill point (example), no more, no less,
to make the character they want. Perhaps an extra attribute point,
perhspas one less....it just allows characters "between the lines".

They are mostly equal (as we plotted out when it was released)...the
differences lie in:
Edges and Flaws modify things a lot (GM has to control this, lest
abuse)
Magicians get hit a bit (or helped) depending on whether you try and
take resources and Force greatly different then the priority system.
It has More Metahumans built in (I don't like this, so I set
Metahuman cost , and I disallowed the Metavarients as interuptive)
If you take either a lotof attributes or a lot of skills it gets more
uneven.
