The problem with this is it means either putting the spell design
system in SR3 or having a 3rd edition version of the grimoire.

Now 2+2+2 fireball does 6S for 4D drain.
that and f/2 drains = force 6(4 more karma to learn) and drain drops
from ((F/2)+3)D to ((F/2)+1)S for a 4S drain code.
with F based drain the new drain is 7S. Actually not that bad, a bit
nastier but the average drain is still probably about a moderate.
F based drain and no changes fetish exclusive firball is 5D ouch.

take manabolt. force 6 now 3S or 1S if fetsih exclusive.
new drain code becomes ((F/2)-2)M fetish eclusive.
F/2 rules and new system reduces drain 2S to 2M,
putting drain to Force 6S straight becomes 4M a touch nastier than
the 2S now.
F based drain and no change and fetish exclusive manabolt remains 2S!
Well it would make F based drain liveable. It's a bit too powerful
with F/2 drain rules though it does cost more karma so if you made
fetish and exclusive spells illegal it might be ok. effect on the low
force and drain utility spells will probably be negligable whatever
you change.

Sounds interesting.

It has possibilities but needs looking at.
