My brain must be fried this morning. I kept thinking those were modifications
to the target number, not the drain level. (I can never remember all the
names that get used in the system.) I certainly think that an exclusive,
expendable fetish fireball should still start out at Deadly; the TN for
staging the drain down should be dropped, but it shouldn't start out with
less drain to stage down in the first place.

You can learn from a spell formula up to the level at which it's been
invented, IIRC, and I don't think the modifiers get involved.
