Assuming you refer to "Spell Force" on page 110, what it says is open to
immense debate:

"A magician can learn a spell with a maximum Force Rating. He can cast the
spell with a Force ranging from 1 up to this maximum. This figure, and
/only/ this figure, is the actual Force of the spell."

The question here is whether "this figure" refers to "maximum" or not;
if
it does, then it would mean that if you learn a mana bolt spell at Force
10 but cast it at Force 1, you take 5S drain. Not very pleasant, and
therefore not something most magicians would do, IMHO...

However, going by the way SRII is normally interpreted, "this figure"
doesn't refer to "maximum" but to the Force at which the caster chose to
cast the spell.


(BTW, something else I just noticed in the spellcasting examples on pages
131 and 132 of SRII: Jason Eldritch casts a Force 4 Power Dart spell, and
has to resist Drain against a TN 4. Surely that should be 3...?)
