That's only because he also suggests upping Drain to full Force (why do I
get this feeling that'll be the way SR3 will handle it...? :) Assuming the
Drain will be kept at F/2, then it would be 2S for the current Force 6
spell with fetish vs. 2S for the proposed Force 8 spell with fetish.

You're of course right in saying that high-Force spells would cost more
time, money, and Karma to learn; however, I think that's why fetishes and
exclusivity were introduced in the first place: so you could _learn_ a
spell at Force X while casting it at Force X+1 or X+2.
