Ok, after reading a bunch of posts on this and some of Tinner's answers, I
think I've thought of the most evil thing you could do to Bull:

Force him to retire.

After all the stuff he's done and been through (which sounds like a lot),
having a wife and kids, he's got to be asking himself "Why in the hell am I
still doing this?" No sane person runs for a living when all that keeps
happening is they get screwed and they put they're family in danger. Put
Bull in a situation where he'll have to really think about why he's doing
what he's doing. If he can come up with a reasonable, sane explination of
why he's still running when he doesn't need to be, then maybe he should
stick around. Chances are, though, that won't happen.

Characters reach a point where, no matter how fun they are, it's time to
put up the sheet, grab the books, and start creating somebody new.
