IMHO: Great Dragon Lairs are high magic areas,
either because thats just where they get built, or
becuase once they build them they become that
way. A great dragon will shield his lair with
VERY powerful magic to prevent it being
detected or invaded, and then (because he isn't
going to get any FOOD for a few thousand years
if he cant leave his lair) hibernates. IMHO a
Great Dragon COULD leave and wander around
briefly during a low mana cycle, but would be
suffering damage all the time: the more magic he
used (and appearing as a human uses magic)
the more damage he suffers. Not worth it without
a GOOD reason.

Lesser Dragons: well, they either die, shack up
with greater dragons, or hibernate inside some
natural high magic place. Ones whose hidding
places could be pierced were probably hunted
down and killed by knights or elves during the
low mana tide.
